Restaurant owner seeks help in identifying used cooking oil thief

The owner of Just Wings in Monroe, Ga. is offering free wings, once a week for a year, to anyone who helps him identify the people who allegedly stole cooking oil from his restaurant.

“Help me find this truck and you might get 10 wings, fries and a drink once a week for a year – a $728 value,” Mike Samson wrote on Just Wings Facebook page. He said he’d had his oil stolen four times in the last year. Restaurants sell their used oil to companies that process if for biofuels and other such products, so it is a financial loss to the restaurant. Video surveillance of a truck believed to be implicated in the theft is available below.

According to the Monroe Police Department incident report, this last instance happened on Aug. 7, 2016. The truck reportedly drove around to the back of the building sometime between 8:40 and 9 a.m. and backed up to the container that houses the cooking oil. A man and a woman got out, pried open the siphon port and then inserted a hose and began siphoning the oil from the container. Samson told police that the container was almost full at the time and that it holds about 200 gallons of used oil. The oil fetches somewhere between $2 and $2.25 a gallon.

If you see this truck and can help solve this case, you can contact the Monroe Police Department at 770-267-7576 – Case No. 1625892.

You could be the one feasting on wings once a week for the next year.

Gwinnett County District Attorney Danny Porter confirmed that Odell Montavious Stringer, 38, of Monroe, was sentenced to life without parole for the 2014 kidnapping and attack of a local woman who managed to escape in Loganville. The victim was a new mother at the time of the kidnapping.

According to the press release on the details of the case, the 23-year-old woman was abducted after giving Stringer a ride from the Dollar General in Bethlehem. She had tried to avoid giving him a ride, but he had flagged her down as she was leaving the parking lot and asked if she could drop him at a place where he had an interview scheduled. When she realized things were not right, she tried to pull into a gas station, but he then threatened her with a taser. He then took her to a home in Loganville where he attacked her, sticking his hand down her throat, rendering her unconscious. He dragged her to an unfinished basement in the home and handcuffed her to studs in the basement where he sexually assaulted her on a mattress on the floor. She reportedly lost consciousness several times during the attack.

Stringer forced the victim back into the car and was forcing her to drive to another location when she managed to escape. While they were stopped at the red light at the intersection of Highway 78 and Old Loganville Road, she was able to jump out and run to the vehicle behind for help. She had several injuries, including scratches all over her body and face and a very swollen lip.

Stringer jumped into the driver’s seat at that time and drove off in her vehicle. He was later captured in Monroe after crashing his girlfriend’s Tahoe into a stop sign and fire hydrant. He had returned to the Dollar General and dropped off the victim’s car nearby after dousing it with bleach.

Stringer was convicted of kidnapping with bodily injury, theft by taking and battery. Gwinnett County Superior Court Judge Ronnie Batchelor Heard the case. Due to the state filing a recidivist notice, the court was required by law to sentencing him with the maximum possible sentence. At the time of the kidnapping, Stringer was not long out of prison. According to the details of the trial, the time of his sentencing, Stringer told the court that he apologizes to the victim for his actions and wished things had turned out different.

The husband of the victim said he is grateful that Stringer will never get the opportunity to do the same to anybody else.

More money for state law enforcement; pay hike, training and certification

Gov. Nathan Deal today announced a law enforcement reform package that includes a 20 percent pay raise for more than 3,300 state law enforcement officers and a multi-phase overhaul of officer training and certification courses. The pay increase is effective Jan. 1, 2017, and represents more than $78 million in state funding in the amended FY17 budget and the FY18 budget.

“Since our founding, one of government’s primary roles is the protection of its people,” said Deal. “While the responsibility to provide for the public’s safety has not changed over the course of time, the demands of fulfilling this fundamental obligation have changed and grown. We ask our law enforcement personnel of all levels and ranks to do a very difficult job, one that requires great skill, long suffering, and dedication of purpose. It is incumbent upon the government to recruit and retain the best and brightest, while equipping them with the training and resources they require. They deserve our unwavering commitment and support.

“To that end, I’ve crafted a law enforcement proposal consisting of two major components: more pay for our state officers who risk their lives every day, and changes to how we train both state and local authorities who have the power to make arrests. In crafting these reforms, I sought recommendations and input from the Georgia Public Safety Training Center and the Peace Officer Standards (GPSTC) and Training Center (POST). I’m thankful for their efforts and those of our public safety agencies and boards as these changes are implemented.”

The funding component of the proposal includes:
More than 3,300 state law enforcement officers will receive a 20 percent pay raise next January. This represents $78,990,735 in funding in the amended FY17 budget and the FY18 budget.

The multi-phase training overhaul includes:

  • Phase 1—Increasing continuing education training and certification courses
    • This phase includes expanding the list of specific training courses required by POST as part of the continuing education requirements for sworn peace officers. This includes training on use of force, the concepts of effective policing and the importance of building positive community relations.
  • Phase 2—Streamlining and expansion of Crisis Intervention Training (CIT)
    • This nationally standardized program is designed to equip officers with the knowledge and skill to approach crises involving individuals with mental illness. It is currently administered by the GBI, which has trained about 9,500 state and local law enforcement officers. Phase 2 involves the transfer of CIT to GPSTC, streamlining training requirements and increasing access to more than 57,000 state and local officers.
  • Phase 3—Creation of a task force to review the current Basic Law Enforcement Officer Training Course
    • The task force will be comprised of law enforcement officers, community leaders and elected officials charged with reviewing current law enforcement training standards and providing recommendations for improvement.
